The Kaua’i County Planning Department and PBR-Hawai‘i were honored at a luncheon held on O‘ahu last week by the Hawai’i Chapter of the American Planning Association (APA).
The entities received the 2015 Outstanding Planning and Best Practice awards for the South Kaua‘i Community Plan (SKCP).
The Outstanding Planning Award recognizes a project, process or program that exemplifies excellence in planning.
The Best Practices Award demonstrates how innovative and state-of-the-art planning methods and practices help to create communities of lasting value.
Accepting the award at the APA event were Mayor Bernard Carvalho, Jr., Planning Director Michael Dahilig, Kaua‘i Planning Commissioners Louie Abrams and Wayne Katayama, Long Range Planner Marie Williams, and Kimi Yuen, senior associate, PBR-Hawai‘i.
“I am very proud of everyone involved in the development of the South Kaua‘i Community Plan including the County Council, Planning Commission, Planning Department, Citizens Advisory Committee, as well as the community,” said Mayor Carvalho. “This clearly illustrates how their collaboration has resulted in an exemplary plan with a collective vision for the future of South Kaua‘i.”
The APA awards jury commended the plan for “its visionary approach that goes well beyond vision statements and policy development. The community advisory committee incorporated a public process that sought inclusion and transparency beyond typical meeting formats.”
“A plan is only as good as the community input that goes into it,” said Williams, project manager for the South Kaua‘i Community Plan. “We were fortunate to work with talented consultants and a citizen’s advisory committee that were truly passionate about improving the future of South Kaua‘i.”
The primary consultant for the SKCP was PBR-Hawai‘i. They were assisted by Opticos Design, Inc., Fehr and Peers, Cultural Surveys Hawai‘i and the Limtiaco Consulting Group.

The American Planning Association is organized to advance the art and science of planning and to foster the activity of planning – physical, economic, and social – at the local, regional, state and national levels.
The Hawai‘i Chapter of APA has approximately 270 members from various islands of the State of Hawai‘i and other U.S. states. Membership includes private and public sector planners, decision-makers, administrators, lawyers, architects, interest groups, landowners, developers, university professors, students, and other interested individuals.
